The Significance of Rooftop Solar PV Adoption in the Maluku Region

The government is still actively promoting the use of renewable energy sources (RE) to mitigate the impacts of global warming caused by greenhouse gas emissions. For instance, through the One Million Rooftop Solar PV Movement for governmental buildings, households, and industries. This step is part of a massive strategy aimed at achieving a 23% RE mix target. In 2022, the government provided attractive incentives for individuals interested in installing rooftop solar PV systems. In collaboration with the United Nations Development Programme (UNDP) Indonesia, the government, through the Market Transformation for Renewable Energy and Energy Efficiency through Design and Implementation of Appropriate Mitigation Actions in the Energy Sector (MTRE3) project, implemented the Sustainable Energy Fund (SEF) grant program for rooftop solar PV incentives.

In the Maluku Province, the rooftop solar PV program has been underway since 2020. The Ministry of Energy and Mineral Resources (ESDM) through the Directorate General of New, Renewable Energy, and Energy Conservation (Ditjen EBTKE) has installed rooftop solar PV systems on six government buildings, including the Ministry of Energy and Mineral Resources, Fisheries and Marine Affairs, Health, Provincial Training Agency, Forestry, and Tourism. This year, Maluku has also been allocated two locations where rooftop solar PV systems will be installed by the Ministry of ESDM, namely the Department of Transportation and the Department of Education of Maluku Province. The New Zealand-Maluku Access to Renewable Energy Support (NZMATES) has also constructed a Mini-Grid Laboratory at Pattimura University in Ambon.

Safitri Y. Baharuddin, the Program Manager of NZMATES, explained that the NZMATES program's objective is to support the adoption of affordable, reliable, and renewable energy in the Maluku Province. Since 2018, NZMATES, in collaboration with the Regional Development Planning Agency of Maluku Province, the Directorate General of New, Renewable Energy, and Energy Conservation of Maluku Province, PLN Main Unit for Maluku and North Maluku Region, and educational institutions in the Maluku Province, has organized various activities to strengthen capacity in the field of Renewable Energy. These activities include the development of the Provincial Energy General Plan, feasibility studies for rooftop solar PV systems, Asset Management and Decommissioning Guidelines for rooftop solar PV systems, and other related initiatives.

"We support the Rooftop Solar PV program implemented by the Directorate General of New, Renewable Energy, and Energy Conservation of the Ministry of ESDM. Collaboration and coordination between NZMATES, the Provincial Directorate of ESDM Maluku, and the Directorate General of EBTKE are consistently carried out to ensure that the program runs smoothly and is effectively utilized. NZMATES is also committed and open to collaborating not only with its partners but also with other stakeholders interested in synergizing to support the development of renewable energy in Maluku," Safitri stated.
